Abstract
Despite facing a regional arms build-up and an emerging regional power (the People's Republic of China), the Armed Forces of the Philippines (AFP) found it difficult to convince the Philippine government of the need to modernize its obsolete military hardware. It took the Philippine government nearly four years before it approved a modest arms acquisition program for its armed forces. This article discusses how democratic institutions and practices have delayed and precipitated a drastic modification of the AFP modernization program.
