Abstract
This article discusses the modernization of NATO conventional and long-range intermediate nuclear forces. Depending upon the perspective chosen, one can logically defend improvements in either, or both, long-range theater nuclear and conventional forces. Such choices cannot be removed from the divergence in priorities and perspectives between the United States and its European NATO allies on these issues. Although there is no single "European" view, central tendencies pull Europeans away from conventional force improvements and toward increased reliance on nuclear deterrence and retaliation.
