Building a Bridge to Bolsonarism: Construction Entrepreneurs and the Shaping of the Consolidation State in Brazil

Abstract

This article analyzes the changes in the political stances adopted by businesses in Brazil’s construction industry and housing sector during the 2010s. It pays particular attention to the period between when this sector received support from the developmentalist experiment fostered by Dilma Rousseff, to the Bridge to the Future program sponsored by Michel Temer, to the policies of Jair Bolsonaro. The research includes interviews with industrialists as well as surveys from major newspapers. The goal is to show how construction businesses supported plans to defend fiscal austerity policies and curtail social rights within the formation of a consolidation state in Brazil. New hegemonic relationships within the Bolsonaro government were defined by an alliance between industrialists and actors in the financial market. Together, these two factions pushed through policies to reduce the costs of capital and labor. The article argues that a business class lies at the heart of the rise of the far-right in Brazil. The importance of this class cannot be overlooked if we want to analyze the crises affecting Western liberal democracies.

Este artigo tem por objetivo analisar as mudanças de posição política dos empresários da construção civil do setor de habitação no Brasil nos anos 2010, desde o apoio ao ensaio desenvolvimentista de Dilma Rousseff até a defesa do programa Ponte para o Futuro de Michel Temer e das políticas de Jair Bolsonaro. A pesquisa, que envolveu entrevistas com industriais e levantamento de posicionamentos na imprensa, mostra alinhamento empresarial em defesa da austeridade fiscal e da redução de direitos sociais, na conformação do Estado de Consolidação no Brasil. As novas relações de hegemonia no governo Bolsonaro foram definidas pela aliança entre industriais e mercado financeiro que, juntos, impuseram políticas de redução dos custos do capital e do trabalho. O artigo indica a existência de base de classe empresarial na ascensão da extrema direita no Brasil, e a importância de que isso seja considerado na análise das crises das democracias liberais ocidentais.
