Abstract
Grunig's multisystems theory of communication behavior, previously applied to organizational communication in this journal, is developed into a normative decision theory for use in professional communication programs. Conditional probabilities for the occurrence of communication behavior are presented for 16 theoretical situations. Regression analysis is used to further test the theory. Analysis of variance indicates that communication behavior, is situationally rather than individually motivated.
