Abstract
The relationship between the World Health Organization (WHO) and the Council for International Organizations of Medical Sciences can be explained as follows: the WHO is a specialised agency of the United Nations system. Constitutionally, it acts as the directing and coordinating authority on international health work, and its Secretariat responds to the directives of the World Health Assembly, which represents the collectivity of Ministries of Health of the 166 Member States. It is thus a formal intergovernmental organization with a permanent Secretariat of international civil servants.
