Abstract
After providing an overview of the higher education sector in China, the authors discuss its challenges with a particular emphasis on the role played by junior colleges and vocational institutions that award two- or three-year degrees. Their recommendations for restructuring higher education in China consider policies and practice in U.S. community colleges and include devising specific policies for developing junior colleges and adult higher education, establishing guidelines for institutional management, and giving institutions greater decision-making power.
