This essay traces the historical development of the Dutch associate degree, examining the grassroots efforts of the policy community that advocated for this new short-cycle credential and summarizing the findings from initial assessments of associate degree pilot programs. The formulation, implementation, and monitoring of this new degree reflected bottom-up initiatives in a national system with centralized decision-making.
