Abstract
The article evaluates the framework of the proposed Municipalities (Extension to Scheduled Areas) Act (MESA) as envisaged by the second Bhuria Committee report, the Bill introduced in the parliament, and the report of the standing committee of parliament to understand different facets of the proposed law and explores various reasons for non-enactment of this law. The article underlines that the enactment of law based on the second Bhuria Committee would create a framework for the empowerment of tribals in urban areas and provide them a bridge through which they can connect themselves with different tools of modern urban life, including education, health facilities, etc.
