This paper attempts to assess the functioning of Sarva Shiksha Abhiyan (SSA), a government-initiated programme of ‘Education for AH’. The main objective of SSA is to achieve Universal Elementary Education (UEE) for the children in the age group of 6-14 years by the year 2010. The functioning of SSA in this paper has been understood by analysing its social parameters like access, enrolment, retention and equity through a case study conducted in Jammu city.
