Abstract
Existing policies and programmes, provisions and protective measures, designed to ensure equitable access to higher education institutions are reviewed, and the actual state of implementation analysed. Facilitating policies and provisions such as the reservation policy, the roster system (to ensure representation at all levels), infrastructural facilities, financial assistance in the form of scholarships and fellowships, and schemes like remedial teaching coaching classes are profiled. The study suggests a need for a special thrust on implementation of policies and provision to guarantee rights of deprived women and the physically challenged.
