Abstract
After enactment of the Constitution 73rd Amendment Act, 1993, the weaker, excluded and disadvantaged sections of society are empowered to participate in the local level development decision-making process. People's participation in local level decision-making and development process has become a challenging task for the stakeholders because here both the actors and the agencies participate in different capacities. This article is an attempt to analyse the issues in the context of decentralised multilevel planning and development.
