Abstract
This paper is based on a micro-level study conducted in Nellore district of Andhra Pradesh. The study also focused on the participation of elected SC leaders of PRIs in the training programme. The study has shown a pattern in which illiterates and less educated, politically more experienced have participated in the training programme. It is understood that SC leaders with strong economic and political background have taken advantage of the training programme. The study has underlined the significance of capacity building among the elected SC leaders, particularly SC women leaders to enhance their participation in democratic decentralization.
