Abstract
This article is a descriptive study of the tourism modernization plan adopted and implemented by Mexico as a means of improving the economic performance of the country. It presents in detail the strategies adopted and the steps taken by the Mexican government to carry out the plan, analyzes the results, and argues that although a well- designed and well-executed tourism plan is necessary, it may not be sufficient for developing sustained growth when political and economic instability are present.
