Abstract
“We need to look to Washington for guidelines, regulatory initiatives, and leadership. Secretary Joseph A. Califano, Jr., and his bureaucracy have a far more massive task than they yet realize if they are going to care for the‘health and welfare’ of this nation. It is not reasonable to expect families, schools, voluntary associations, churches, or synagogues to do more than wait on them. This is obvious to everyone, since the 429 souls who reside in Rudd, Iowa, are quite incapable of deciding whether their public library needs ramps for the wheel chairs of handicapped persons who do not live there.”
