Abstract
The following extract from a paper prepared by Colonel G. F. Doriot of the office of the Quartermaster General, and presented in his absence by Lt. Col. D. B. Dill before the American Philo sophical Society in Philadelphia, high lights a need often emphasized in these columns: that for a new approach to the training and encouragement of technical personnel in the textile in dustry.
