The author sets out to analyse the role played by the judiciary in the construction of a public culture, more specifically a civic ethos. Framing public issues in cultural and ethical terms is initially taken as part of a secularizing trend. In turn, norms and values become part of a public administration of meaning which is incorporated into law and imposed upon religious actors and organizations. Decisions rendered by the Supreme Court of Canada since 1982 serve as illustrations.
