Abstract
In the earliest organisation of the Religious Orders, from the VIth century onwards, one can discern the elements of an Assembly and an Executive which evolved slowly through the years and finally assured the rights of the legislative assembly, "Suprema Po testas". The necessary powers of the Executive, bearer of the spiritual values of Authority, were not, however in any way restricted.
