In testing the effectiveness of countermeasures against surface- to-air missile (SAM) systems, the important statistic is the pro portion of simulated missiles whose closest approach to a target is outside the lethal radius of the missile. Small samples are common.
The Fisher Exact Probability Test can be used in this situation. The Fisher Test with Tocher's correction is the uniformly most powerful one-tailed test for differences between two proportions.
