Abstract
Passage of Community Corrections Acts (CCAs) in the early 1970s in Minnesota, Iowa, and Colorado foreshadowed similar developments in many other states over the ensuing 2 decades. On the basis of an exhaustive review of published reports and the statutory foundations for this movement, together with interviews and materials obtained via contacts with persons involved intimately with CCAs in jurisdictions throughout the country, the present study traces their evolution, documents their similarities and differences, and identifies key issues to be addressed by those policymakers and practitioners interested in refining or extending their use in the future.
