Section 20409 of the Violent Crime Control Act of 1994 contains several provisions that appear to be designed to diminish the role of federal courts in prison and jail overcrowding cases. This article examines the likely impact of these provisions and concludes that they are not likely to bring about a substantial change in the present role of federal courts in these cases.
