This article was presented at the International Police Executive Symposium in Geneva (Switzerland) in May, 1994. The symposium was organized by Professor Dilip K. Das, Ph.D. of Western Illinois University and was hosted by Chief Laurent Walpen. The United Nations Centre on Human Rights and the International Committee of the Red Cross also took part in the symposium. Chief Walpen participated as the Swiss police representative.
