Abstract
The second James Smart Lecture was given on July 12, 1973, by Dr. Nigel Walker, then Reader in Criminology in the University of Oxford. The City of London Police made the McMorran Hall at Wood Street Police Station available for the occasion and the chair was taken by Sir Robert Mark, Q.P.M., Commissioner of Police of the Metropolis. The Inaugural Lecture and particulars of the James Smart Lecture Fund appeared in The Police Journal of October, 1973 (Vol. XLV No. 4).
