Abstract
We are often enjoined to look outside the Service to see how other organizations tackle problems which are akin to our own. Inspector Smith, a Bramshill Scholar at the University of Birmingham since 1968, reading Social Studies, describes the welfare arrangements of a Midlands factory which he visited as part of his course.
