Abstract

The subject reviewed below is one which is causing grave public concern, especially to the police and all concerned in the administration of justice. A group of senior police officers recently considered the whole problem in detail and though it is not, of course, possible to publish the details of their considerations and conclusions it is nevertheless felt that some account of their findings in general terms will be of practical value as well as of interest to the Service as a whole.
