Abstract
The phrase supplement not supplant is getting renewed attention as the U.S. Department of Education works on proposed regulations for the Every Student Succeeds Act. The concept of supplement not supplant was in the original Elementary and Secondary Education Act and was intended to ensure that districts used federal funds to supplement education for Title I children and not use federal funds to replace state and local funds. Senate Republicans and the American Federation of Teachers have formed an unusual alliance opposing the USDOE’s work on this measure.
