Satellite photography plays an increasing role in enabling the forecaster to identify areas favourable for locust breeding. The UN Food and Agriculture Organization now provides a central forecasting service and also obtains and distributes emergency funds to locust control organizations in times of need. There is a real danger, however, that shortage of funds and economies during a locust recession may lead to a state of unpreparedness when the next big upsurge occurs.
