Abstract
If crime is mainly due to environmental influences, it follows that a high proportion is preventable, with a “hard core” composed of the mentally backward, mentally ill, personality disorders and misfits.
It is suggested that intensive research is required to bring the problem into focus, that the probation service should be built up to produce a cadre of experienced officers capable of mobilising the other community services in the prevention of crime, that the hard core should be dealt with by the appropriate experts, and that public opinion must be influenced to accept responsibility for the maintenance of discipline.
