Abstract
El pasado 20 de Septiembre se presentó el Acuerdo de transparencia sobre el uso de animales en experimentación científica (http://www.cosce.org/pdf/Acuerdo_Transparencia_COSCE_2016.pdf), un Acuerdo que pretende potenciar la apertura y comunicación a la sociedad de la experimentación que involucra el uso de animales. La Sociedad Española para las Ciencias del Animal de Laboratorio (SECAL), como miembro de la Confederación de Sociedades Científicas de España (COSCE) promovió en 2013 la creación de un grupo de trabajo COSCE sobre experimentación animal. El primer producto de este grupo fue la publicación en 2015 del Documento COSCE sobre el Uso de Animales en Investigación Científica (http://www.cosce.org/pdf/documento_cosce_comision_animal_research.pdf), que trataba de explicar la todavía necesaria aportación de los animales al avance científico para el beneficio de personas, animales y medio ambiente. Ahora se ha lanzado este nuevo Acuerdo con la adhesión de 90 instituciones españolas tanto públicas como privadas, incluyendo centros usuarios (universidades, institutos de investigación, empresas), asociaciones científicas y asociaciones de pacientes. La adhesión de organizaciones sigue abierta, en un proceso que se mantendrá de modo permanente tras esta presentación. La COSCE ha contado con la muy valiosa colaboración de la European Animal Research Association (EARA: www.eara.eu), una asociación que promueve la comunicación de la investigación con animales en toda Europa. EARA se encargará de la coordinación de las adhesiones de nuevas instituciones a través de su web. Este Acuerdo copia la iniciativa surgida en el Reino Unido a finales de 2012 que cristalizó en Mayo de 2014 con el lanzamiento del Concordato sobre Transparencia en Investigación Animal (http://www.understandinganimalresearch.org.uk/policy/concordat-openness-animal-research/), manteniendo los mismos compromisos.
Los compromisos que las instituciones adquieren al adherirse al Acuerdo de Transparencia son:
Hablar con claridad sobre cuándo, cómo y por qué se usan animales en investigación. Proporcionar información adecuada a los medios de comunicación y al público en general sobre las condiciones en las que se realiza la investigación que requiere el uso de modelos animales y los resultados que de ella se obtienen. Promover iniciativas que generen un mayor conocimiento y comprensión en la sociedad sobre el uso de animales en investigación científica. Informar anualmente sobre el progreso y compartir experiencias.
Las primeras obligaciones tangibles para las instituciones serán en primer lugar, publicar una declaración en la página web de cada organización firmante dentro del primer año de la firma de este acuerdo, donde se explique la política de la misma sobre el uso de animales en investigación. De esta manera se proporcionará información clara sobre la naturaleza de su participación en los experimentos con animales en el contexto de la investigación que se realiza en la institución. Y en segundo lugar, informar al final del primer año de las actuaciones llevadas a cabo. Estas actividades pueden incluir la referencia al papel de los animales en los descubrimientos científicos, la promoción de una detallada y correcta descripción de los experimentos con animales según recomendaciones internacionales a la hora de publicar resultados en revistas especializadas, la información de las mejoras en la implementación de las 3Rs, la inclusión de información sobre experimentación animal en eventos públicos, o la apertura de animalarios (de acuerdo a limitaciones sanitarias y de seguridad) a visitas interesadas, por ejemplo de colegios o periodistas.
La SECAL anima a otras sociedades en otros países a promover similares procesos que pueden ayudar a mejorar la percepción que la sociedad tiene de este trabajo de tanta importancia e interés social.
Spanish initiative to improve transparency on the use of experimental animals
The Spanish Concordat on openness on the use of animals in scientific research (http://www.cosce.org/pdf/Acuerdo_Transparencia_COSCE_2016.pdf) was launched past September 20th, aiming to promote openness and communication to society on the scientific progress involving the use of animals. The Spanish Association for Laboratory Animal Science (SECAL), as member of the Spanish Confederation of Scientific Associations (COSCE), promoted in 2013 the creation of a working group on animal research within COSCE. The first outcome of this working group was the release in 2015 of the COSCE Document on the use of animals in scientific research (http://www.cosce.org/pdf/documento_cosce_comision_animal_research.pdf), that explained the still needed contribution of animals to scientific progress for the benefit of people, animals and environment. Now, this new Agreement has been launched with the signature of 90 Spanish institutions from both public and private sectors including user establishments (academic, research institutes, and companies), scientific associations and patient groups. The signing process is open and will be kept permanently after the launching of the Concordat. COSCE has counted with the very valuable cooperation of the European Animal Research Association (EARA: www.eara.eu), an association that promotes the communication of animal research across Europe. EARA will be responsible through its website for the coordination of the signing process for new institutions. This Concordat is copying the initiative established in the United Kingdom (UK) in 2012 that ended with the launching of the Concordat on openness on animal research in the UK (http://www.understandinganimalresearch.org.uk/policy/concordat-openness-animal-research/) in May 2014, and maintains the same commitments.
The commitments that the organisations undertake when signing the Spanish Concordat are:
Speak out clearly on when, how and why animals are used in research. Provide adequate information to the media and to the public in general on the conditions in which research involving the use of animals is performed and on the results obtained from it. Promote initiatives to generate a better societal knowledge and understanding of the use of animals in scientific research. Inform annually on the progress and exchange experiences.
The initial obligations that signing institutions will have to implement in practical terms will be: firstly to make public a statement in the institution's website within the first year after the signing of this Concordat, with a description of the institutional policy on the use of animals in research. This way clear information on the nature of its involvement in animal research will be provided, in the context of the research being performed. And secondly, inform by the end of the first year on the activities performed relating to the Concordat commitments. These activities can include: references to the role of animals in scientific achievements; promotion of detailed and appropriate description of the experiments according to International recommendations when publishing in scientific journals; informing on the implementation of 3Rs; including information on animal research in public events; or accepting visits to animal facilities (according to sanitary and safety limitations) by interested parties such as schools of journalists.
SECAL encourages other associations in other countries to promote similar initiatives the may help improving the societal perception on this field of work with such important social benefit.
