Abstract
Efforts to link special education to mainstream education are integral to the new and emerging service delivery models for students with learning disabilities. Special education is defined in the context of educational restructuring. Two major structures must be addressed in this restructuring: First, there must be a set of goals that acknowledge the education of all learners and that serve to focus and direct what is taught in all classrooms. Second is the need to restructure the mainstream through changing policies and operations to create more collaborative work structures.
