Abstract
Some observers have attributed price stability in the steel industry to the vertically integrated structure of the steel industry. This article suggests that the industry's pricing strategy is based not only on the industry structure, but also on its somewhat unique market characteristics. Imports have been limited to relatively few market segments, and there appears to be little likelihood that other market areas will be materially affected by imports in the foreseeable future.
