Abstract
Dr. Reger discusses the implications of denying a child the responsibility of his own actions for his transition from dependence to independence. Relating this framework to placement decisions in special education, he notes that to provide more services than the child needs may both foster dependence as well as stigmatize the child for many years. However, labeling and provisions of extra services generally provide the educator with additional monies. Dr. Reger discusses the implications of requiring child certification for the provision of extra funds for the present impetus to define learning disabilities objectively. — G.M.S.
