Abstract
Educational programs for 6 million handicapped children are needed. Only 2 million presently receive educational services. The lag between large Congressional authorizations and minimal appropriations limit funding to $5-$6 per handicapped child. Children with specific learning disabilities totaling between 500,000 and 1-1/2 million are in especially bad plight with only 18% receiving assistance. The Federal government can and should play an influential role in the development of effective education for children with specific learning disabilities.
