Abstract
NEAT was conceived as the first major step in the direction of an Australian active manpower policy. Since its inception, in October 1974, there has been very little critical discussion of NEAT. This paper attempts to redress the situation. There are two basic themes: firstly, the necessity for a well articulated theory of the labour market with which to guide the development and evaluation of measures; and secondly, the likelihood that such a policy will become a casualty of political expediency despite, and because of, its planning orientation.
