The Conciliation Committee's minutes are not subject to statistical analysis. The minutes are largely informal jottings sometimes undated, often without any clear statement of the reasons for the disputes, and only recently have the recommendations of the Committee been clearly stated. This statement in no way is a reflection on minute-keepers. For the purpose of operating the agreement, the minutes were adequate. Each group knew what it was doing. In fact, only the union has copies of the minutes. For purpose of analysis, however, accurate counting must be replaced by some counting and some impression gained by reading all the minutes.
