Abstract
The following reputational case study characterizes the collaborative process used in the Replication of Lessons Learned (ROLL) Program currently active in Russia. ROLL is funded by the U.S. Agency for International Development (USAID), the chief bilateral agency for foreign assistance in the United States, and coordinated by the Institute for Sustainable Communities (ISC), a not-for-profit, nongovernmental organization with headquarters in Montpelier, Vermont. In October 1998, Janet Ballantyne, Mission Director of USAID Russia, recommended the ROLL Program as USAlD's most successful program in Russia. The strategic intent of the program is described and unique characteristics of its organizational structure are highlighted.
