Abstract
In this report, the author presents the case for the importance of education during the first three years of life, and he recommends that educational resources be made available for everyone raising children. The author traces the evolution of views on early education from before the inception of Heads tart programs (1965) to the present. He also examines the parallel evolution of ideas on human development in light of the sharply accelerated research effort since 1965. He concludes that parents should be regarded as the child's first teachers and given the kinds of resources any teachers need to do their job well, i.e., pre- and in-service training, help with assessment and special services, reasonable working conditions, etc.
