Abstract
This paper provides an historical analysis of social policy development on problems of alcohol abuse in the United States. The discussion focuses upon the application of intervention strategies within the context of time and concepts of abuse. Informational, valuational, regulational, and technical strategies are identified and traced from the early 1600's to the present. The uses of these intervention strategies occurred in an ordered sequence, and developed to the current admixture of all four strategies. Intervention responsibilities also have expanded from individual and family to organized groups and government agencies.
