Abstract
All I can say is, everybody is in pretty much the same boat. A wave of unrest is sweeping over the Empire, as over the rest of the world. Almost every day brings news of some disturbance or other at our Imperial outposts. I hope the effervescence in Malta has for the time being subsided, though I expect that the agitation for constitutional change will continue and have to be dealt with.
