This paper, originally presented at the ABCA 1971 annual convention, deals
with management's responsibilities for organizational communication systems.
Internal management can design, create, and maintain a communication system
that increases the probability of greater organizational effectiveness. The mate
rial was accompanied by visual aids, here only roughly represented in type.
