Abstract
[This paper presents the possibility that a new definition of social development is emerging based upon global "value" transformations. Global value transformation can be found in such organizations as the United Nations, OPEC, and other international/ global organizations.
Definitions of social development are briefly reviewed, the relationship between social work and social development is explored, the traditional emphases of social development (economic and political) are presented, and finally, the normative emphasis as a emerging focus of social development is introduced.
An appendix which refers to social development and social change terminology is included.]
