Abstract
[Is there an important contribution urban social planners could make to help improve the praspects of the urban poor? This article presents a task analyses of a iob for urban social planners in neighbourhood improvement programmes, and analyses both the potentials and problems to be faced in site selection, data collection and analysis, preparing and setting a social plan, and monitoring and evaluation. Perhaps urban social planners can contribufie to the alleviation of urban proverty but it will take a substantial effort for them to legitimize their roles in the eyes of poticy-makers, fellow bureaucrats, and the urban poor.]
