The roles, functions and power base of the board and the executive of voluntary human service organizations are analyzed. Three existing models and their inadequacies are reviewed. An optimal model of such relationships with two-dimensional coordinates and an indifference curve is constructed. Action guidelines for achieving power-sharing and board development are suggested, which may improve effectiveness.
