Abstract
This paper attempts to raise a number of problems which appear to be peculiar to, or present in a more accentuated form in, international organisations. It does not claim to be exhaustive. It is our hope, only, that it may provoke discussion and be the starting point of a deeper study of these and other administrative problems which beset those of us who work in international organisations.
