The whole population is in consideration of the attitude towards alcoholic drinks into four groups (abstinents, moderate consumers alcoholics, and irreversible alcoholics states). Below the circles are indicated the activities that should be performed in individual groups: in the group of abstinents nothing at all, in the group of moderate consumers of alcohol a maximum of prevention or possibily disciplinary measures, in the group of alcoholics treatment, and in the group of irreversible persons social protection. Above the circles is to be found what is done the world over in practice with smaller or greater variations. It is shocking that in the group of abstinents are spent a huge energy and immense funds in the field of prevention, although this group needs it least. In the group of moderate consumers there is no activity, although this group would be in greatest need of it. Alcoholics are treated when this is against all common sense, for they are already in an irreversible state, while in the earlier phases prevention and disciplinary measures are undertaken which cannot be productive of results.
