Abstract
Not all the messages to the Department of External Affairs in Ottawa from its officers abroad deal with issues of foreign policy or with matters under negotiation between the Canadian and other Governments. Sometimes they are more impressionistic. What follows is a memorandum prepared in October 1947 by Mr D V LePan when he was a First Secretary on the staff of the Canadian High Commissioner in London after a trip to the Continent with the Hon. D. C Abbott, who was at that time Canadian Minister of Finance. The memorandum has been released for publication by the Department of External Affairs with only a few excisions.
