Abstract
It so happened that I was present at the FE Staff College, Coombe Lodge, for the official announcement of the TEC Policy Statement in June 1974 and the discussion that followed highlighted the salient features; as a result I have observed the working of the scheme with some interest since then. Many criticisms have been expressed and I have been amongst those who have expressed some disagreement with certain aspects. However, the following article is intended to be entirely factual. The interpretation is mine and does not purport in any way to represent that of SELTEC, my previous college where I was in charge of Instrumentation and Process Control Courses nor that of the Polytechnic of Central London where at the moment I am a visiting lecturer.
