Teacher and rehabilitation personnel education has sought solutions to the general problem of adequate habilitation services in public schools through consideration of new or different education approaches. The models used have been based on three basic assumptions: (a) there is a need for more habilitation personnel, (b) there is a need for better trained personnel, and (c) there is a need for differentiation in education for habilitation personnel. These assumptions are supported by a national survey of state departments of special education in the present study.
