Abstract
The development and validation of an instrument to assess the needs and concerns of elementary school substitutes are described. A review of the literature identified nine broad categories of needs for substitute teachers. Fifty-two items were constructed to represent the nine categories. Suggestions by a panel of four professional educators reduced the item pool to 50 items. A factor analysis of the responses to the 50 items for a sample of 312 elementary school substitutes corroborated the existence of nine underlying factors. A test-retest procedure estimated reliability at .91.
