Abstract
A division of intellectual labor exists between those who are directly involved in policy intervention and those who conceptualize the nature of societal problems. In this commentary, it is argued that the two roles can be complementary. From this synthesized perspective, it is observed that the field of educational policy is faced with interrelated sets of challenges, producing high-quality conceptual work and ensuring that paradigmatic ideas are useful for operational purposes.
