Abstract
This analysis concentrates on determining optimal policies to combat illegal behavior in education. A resource allocation model is used to help policy makers balance the legal interests of students, teachers, and governments with the practical concerns that school officials have in the effective and efficient administration of schools. Effective use offines or their equivalent is urged so that officials can effectively weigh the benefits of "illegal" activity against the probability of being caught and punished.
